Comprehensive Community Mental Health Services Program for
Children and Their Families

Mid-Columbia Center for Living
The Mid-Columbia Center for Living (MCCFL) is a community behavioral health
agency located in Eastern Oregon. The agency is an intergovernmental
county organization supervised by a Board of County Commissioners. MCCFL
offers comprehensive services to adults, children and families including mental
health, addiction, and services to persons with developmental
disabilities. MCCFL serves Hood River, Sherman, Wasco, and Gilliam
counties, located along the northern border of the state by the Columbia River,
which divides Washington and Oregon.
The Mid-Columbia Child and Family Partnership is a consortium of family, youth,
community leaders and agencies that provide services to children with serious
emotional disturbances and their families. The Mid-Columbia Partnership
will develop and implement a system of care (SOC) that will provide
comprehensive services that are family and youth centered. The consortium
encompasses a four-county region in Eastern Oregon with a total population of
55,000. Two counties are rural and two are considered frontier with
populations under 2,000. Young children, school age children and
transition age youth will be included in the expanded services. An
estimated 175 children and their families will be served annually.
Individualized Care Teams will provide wraparound services to the children and
families using a Family Decision Support model that builds on the strengths of
children and families and their natural support system.

Wraparound Oregon: Early Childhood
The Multnomah Education Service will support the Wraparound Oregon: Early
Childhood, a system of care for young children, ages birth to eight who are
exhibiting severe emotional and behavioral difficulties.
