Comprehensive Community Mental Health Services Program for Children and Their Families

New York

Monroe County Achieving Culturally Competent and Effective Services and Supports (Monroe County ACCESS)

ACCESS seeks to transform the child-serving systems in Monroe County so that all families and youth within Monroe County, regardless of any challenges, attain their full potential and achieve success, as they define it, in an environment based on System of Care values and principles. Families and youth will be active participants in the collaborative process of transforming the way the community responds to the needs of children and their families within our County.

Erie County Family Voices

This project will incorporate and expand an on-going reform process for their system of care for children with serious emotional disturbance and their families by emphasizing the prevention of out-of-home, school, or community placements.  It is expected that a total of 1,500 families will receive services through this project.

Keeping Families Together in New York City (The Family Network)

Keeping Families Together in New York (The Family Network) will build upon New York's successful system-of-care program, the Coordinated Children's Services Initiative (CCSI), first developed at the state level and later implemented in New York City in 1993. The project will strengthen CCSI through developing assets in the following areas:  core system-of-care values and practices; family and youth empowerment/leadership; cultural competence; evidence-based programming; and enhanced and cross-system planning and collaborations (i.e., integrated funding pools, assessment and intake protocols, and integrated staff training). The Family Network project will expand the number of families served through networks in each of the five boroughs. The project will also implement a systematic approach to reducing the numbers of children in restrictive residential programs through developing networks for two primary targeted groups of referrals. The first targeted group will be SED children who are involved with the child welfare system and are currently hospitalized at Kings County Hospital Center in Brooklyn, awaiting long-term hospitalization or residential placement.  The second targeted group will be SED children who have been referred through the child welfare system to the Brooklyn PINS (Persons in Need of Supervision) Diversion Program and are at risk of residential placement.
